Strengthening Dual Vocational Education and
Digital Monitoring Systems in Tunisia and Morocco
Dual VET 4.0: Strengthening Dual Vocational Education and Digital Monitoring Systems in Tunisia and Morocco is a capacity-building project that aims to internationalise and modernise Dual Vocational Education and Training (VET) systems in the Southern Mediterranean.
The project addresses structural challenges identified through the Torino Process in Tunisia and Morocco, including skills mismatches, limited digitalisation, weak graduate tracking mechanisms and insufficient public–private cooperation. Dual VET 4.0 responds to these challenges through the promotion of strategic partnerships, the enhancement of digital learning tools and the alignment of curricula with European frameworks such as the European Qualifications Framework, the European Credit system for Vocational Education and Training and the European Digital Credentials for Learning.
At the core of the project stands the Dual VET Nexus Academy, a digital platform integrating online training, career guidance, micro-credentials and graduate tracking tools. Capacity-building activities, pilot implementation and policy-oriented dissemination actions contribute to sustainable socio-economic development, improved employability and long-term cooperation between the European Union and the Southern Neighbourhood.
